The ASCE Annual Program Committee has worked to develop a well-rounded program of sessions that educate and reinforce topics relevant to being a learned perspective of the participants. Building from last year’s outstanding program in Montreal, the program is scheduled toexplore the changes shaping the profession today and in the future.

The Annual 2013 Program will include sessions on the following topics:

• Technical Sessions – Today’s business professionals want to know the best of the best by bringing cross-disciplinary issues, ideas, or innovation together. What are some of the new “cutting edge” endeavors in the Civil Engineering professional field?

• Technology – Technology and innovation in civil engineering are crucial to keeping up with the demands of clients and society. What are some examples of some “game-changing” technologies and innovations that have helped to significantly enhance the effectiveness and efficiency of civil engineering?

• Infrastructure & Economic Development – The nation’s infrastructure is the foundation of our economy. In recent testimony before Congress, ASCE urged economic recovery legislation to contain significant new funding for many of the nation’s aging infrastructure systems – the indispensable lifelines of our economy. Discuss the state of the industry in design, construction and project management. The sustainability of the Nation’s infrastructure is at risk. As experts working in the “built environment,” what additional initiatives should ASCE and the civil engineering communities undertake to fulfill their professional responsibilities to the public in this area?

• State & Federal Policy Affecting the Engineering Profession – From Qualification Based Selection to State Report Cards, we need to be more active in Policy-Making and implementation. What actions are required to highlight and address the needs and how can ASCE and the civil engineering community be more effective in these processes?

• Emerging Trends & Challenges to our Industry – Many of the evolutions in design practice, disaster response, communication with stakeholders, or simply communicating effectively with the recent civil engineering graduates is requiring new means and modes of communication. Is the business of civil engineering sustainable without change and what are the concerns about change?

• Development of the Civil Engineering Profession – In a world of rapid population growth, changing climate, environmental concerns, and a greatly expanded “Body of Knowledge”, what are the experiences, credentials, and skills required of the 21st Century Civil Engineer? The best practices in the areas of Business and Leadership apply here. From entry level to CEOs what are the leadership qualities needed to face the challenges affecting the civil engineering community? Be prepared to be challenged to unlearn some old habits and beliefs.

• Mechanisms for Financing Infrastructure – The most challenging aspect of any infrastructure idea is funding the concept. Designing, constructing, operating, and maintaining sustainable infrastructure may be a widely accepted concepts until funding is discussed. As reported by the ASCE Infrastructure Report Card, the infrastructure needs greatly exceed resources to repair or replace. While there is no single solution, innovative funding mechanisms or changes to existing funding methods may bring some relief. Identifying the correct mechanism and effective advocacy are keys to funding and success.

• Leadership – Today’s leaders need more than just a good engineering background and a willingness to lead. They need new tools and new skills to help them adapt to rapidly changing business and economic conditions. They need to understand how to build multi-disciplinary teams, often across geo-political, language and cultural boundaries. How can civil engineering leaders overcome these challenges and obstacles in order to succeed for their teams and clients? What new approaches and techniques have worked for them to stay competitive in the local, national and global marketplace?

• Professional Development – A goal of any profession is to provide guidance to its members on objectives, accomplishments, leadership, and work positions that demonstrate personal success to the individual and their peers. If the civil engineering profession wants to attract and retain the “best and brightest” talent, we need to show engineers and aspiring engineers pathways and qualities needed for advancement and how to develop the appropriate mix of leadership, management, and technical capability. Is there confusion or frustration with the workforce concerning opportunities and how should employers, mentors, and ASCE respond to these needs?

• Best Practices/Hot Issues – Share your experience and knowledge! ASCE promotes the use of best practices across the world of civil engineering. Share your experiences, methods, and techniques. This is your opportunity to expand on the “Hot Issues” the profession is currently facing.
